Scanning, Environmental, Engineering Support for Multi-Million Dollar International Airport

Dawood provided laser scanning and environmental permitting services as part of the Harrisburg International Airport (HIA) Cargo Apron Expansion Project—supported by $7.5 million of federal infrastructure funds allocated toward HIA terminal improvements, one of 114 U.S. projects receiving nearly $1 billion in Airport Terminal Grant Program funding.  

This multi-year/multi-phase initiative is the latest contract in a long line of Dawood HIA projects spanning over 20 years. Our prior work includes high-mast light inspection/removal, subsurface investigations, and surveying for the $240-million passenger terminal and multi-modal transportation facility. 

Cargo expansion will benefit HIA’s International Cargo Center, a transportation hub housing UPS and FedEx, providing additional space to park, load, and unload aircraft. The area encompasses seven acres allowing for three additional aircraft parking positions. HIA’s project location is accessible to land, infrastructure, and utilities necessary to grow airport cargo operations.  

Dawood’s environmental team conducted resource delineation work and filed NPDES and Chapter 105/Section 404 joint permit applications to support the project’s earth disturbance and stormwater management. An aids-to-navigation plan and a submerged lands license agreement were prepared for Susquehanna River outfall construction.
