(Enola, Pa.) – Dawood, an international engineering and technology firm, has promoted Kevin Rucker to Director of Civil & Environmental and Jacob Yealy, EIT, PWS, to Manager of Environmental Services. Rucker’s new civil role expands his environmental permitting and oil & gas focus. The duo lead operations and growth in these market sectors throughout the U.S. East Coast and Midwest.

Rucker leads site development across multiple industries for large client accounts, in addition to internal Dawood process improvements. His safety initiatives enhance hazard analysis and tracking, support job safety analysis geoenabled workflows, and ensure OSHA compliance.
As Dawood’s new civil director, Rucker’s leadership extends to commercial, industrial, healthcare, higher education, and municipal work throughout design, construction, and operations. His expertise spans natural gas and well pad sites, solar array fields, freshwater impoundments, pipelines, and large-scale infrastructure projects.
As environmental manager, Yealy supports Rucker by leading environmental compliance, wetland delineations, environmental assessments, permitting, hydrologic and hydraulic studies, stormwater modeling, and stormwater pollution prevention planning. While supporting development efforts across Dawood’s service lines, his team also advances natural resource rehabilitation, restoration, and conservation initiatives.
Yealy’s acumen in preliminary project planning and sustainable site development ensures projects meet regulatory standards while minimizing environmental impact. With a dual science and engineering education, he supports energy, oil & gas, municipal, land development, and transportation clients.
