Dawood was selected by Coterra Energy to develop Roadway Construction Plans for Full Depth Reclamation (FDR) and pipe replacements encompassing more than 19 miles of roadway in Susquehanna County, Pennsylvania. Activities will include roadway analysis, drainage improvements, roadway borings and pavement design to prepare four state routes and nine local roads for construction slated in 2022.
Widely recognized as an affordable, efficient, and sustainable pavement recycling method, FDR reuses the existing roadbed as the foundation for a new roadway surface. Multiple project plans, part of Coterra’s 2022 State and Local Road Program, will be completed according to Pennsylvania Department of Transportation (PennDOT) User Road Upgrade Plan guidelines.
Dawood has completed over 41 miles of User Upgrade plans since 2014 throughout Pennsylvania. “Our work with Coterra is significant in how it supports improving our roadway infrastructure by way of coordination and partnerships between both private and public entities” said Dawood Highway Services Manager Brandon Peterson, PE.

FDR Advantages
According to PennDOT’s Pavement Policy Manual, “FDR is a pavement rehabilitation technique in which the full flexible pavement section and a predetermined portion of the underlying materials are uniformly crushed, pulverized, or blended resulting in a stabilized base course… FDR not only conserves the investment in in-situ materials, but also resolves the issues and minimizes the costs associated with their removal and disposal when following conventional pavement reconstruction practices.”
